... hasn’t changed in the new Corporate Plan, which forecasts residential ARPU to stay at $49 through fiscal 2024.

Stagnant ARPU limits NBN Co’s revenue potential – which, in turn, limits its value to potential acquirers should the government eventually decide to sell off the network to recover the money spent building it.

It needs to be government owned and run. Rolling it out to everyone sort of dictates that it has to be as if it were left to private then a heap of people would have missed out due to the economics of it all.

Interesting viewpont:
Only a cursory glance is needed to rank this vision for the NBN right up there with worst of political nonsense.
you’ll be disappointed because only three pages of the 62 page Corporate Plan FY21 contain actuals and projections on the business fundamentals and the information you would be looking for is not provided.
NBN Co is now projecting an ARPU of $49 per month by FY24 and it should be remembered that for the past six years NBN Co has been forecasting an ARPU far higher than what has been achieved.

Last year, NBN Co forecast that ARPU would rise from $44 per month in FY19 to $49 per month in FY23.

This year NBN Co appears to have adopted an alternative accounting standard for EBITDA than what was used previously. The EBITDA is overly optimistic when compared with previous years and this raises concern when the underlying revenue and cost forecasts are not being met.

NBN as the Last Mile Provider at Layer 2:

Customer is the RSP! This is why Speed Testing must be done by the enduser ( you ) to a destination OUTSIDE the RSP's network to test their connectivity eg peering to an overseas destination ( Asia, US West Coast etc. ) as well as test any claimed features ( eg SLA, QoS, "Business Grade" etc. ). These are called Layer 7 Speed Testing and wholly lies on your RSP.

Layer 2 uses MAC addresses and is responsible for frame delivery from hop to hop.
Layer 3 uses IP addresses and is responsible for packet delivery from end to end.

Layer 4 accomplishes this by using an addressing scheme known as Port Numbers.

Specifically, two methods of distinguishing network streams exist. They are known as the Transmission Control Protocol (TCP), or the User Datagram Protocol (UDP).
