Here is a list of place where businesses can have fibre connect if they currently don't.

From what I can tell, if only if you spend a pretty good sum on a connection so probably not that helpful for very small businesses.

I also wonder if its useful for those wondering where the residential fibre upgrade might be... if one is into speculating.
